The Intelligence and National Security Foundation (INSF) is a 501(c)3 nonprofit organization dedicated to addressing contemporary intelligence and national security challenges, facilitating public discourse on the role and value of intelligence for our nation's security, and advancing the intelligence field as a career choice.

The Foundation offers scholarships to graduate and undergraduate students. develops programming focused on intelligence and national security workforce trends, and supports efforts to attract, retain, and advance a talented, multicultural, mission-driven workforce that reflects the nation it serves. 

The Foundation's work is made possible by generous contributions from individuals and organizations across the IC.

INSF Position Paper: Future of the IC Workforce

In December 2022, the Intelligence and National Security Foundation (INSF), with support from Avantus Federal, hosted a three-part multimedia series examining the Future of the IC Workforce. The series examined key issues facing the intelligence community workforce and provided recommendations to ensure the IC is prepared to meet future challenges and opportunities.

(Arlington, VA)—December 12, 2022—Today, the Intelligence and National Security Foundation (INSF), the charitable arm of the Intelligence and National Security Alliance, released a new white paper, The 2022 Future of the IC Workforce. Underwritten by Avantus Federal, the paper reflects key findings from INSF's three-part webinar series focused on Open Source, Trust in the IC, and Mission Integration. 

Through this year long effort, INSF, brought together private and public sector leaders to discuss and analyze key factors affecting the current IC workforce now and in the near future. Findings include:

  • OSINT needs to be the intelligence community's "INT" of first resort
  • Strong public-private partnership are essential for the U.S. to maintain its edge
  • Developing a diverse and data-savvy workforce capable of using advanced technology
  • Appropriately balancing transparency and disclosure to increase public trust in the IC

Now in its second year, The Future of the IC Workforce, produced by INSF, ClearanceJobs.com, and underwritten by Avantus Federal, seeks to build awareness of key issues facing the intelligence community workforce. In 2020, the series focused on lessons learned from the pandemic
