Stephen founded Reinventing Geospatial (RGi) in 2009 with the goal to “do better”– for mission impact and the people building it. Under his leadership, RGi has grown into a recognized provider of advanced AI/ML software solutions for defense and intelligence agencies, earning a reputation for highly skilled teams consistently delivering impactful results in geospatial technology.
RGi’s strength lies in the culture Stephen has built, where creative and driven engineers are empowered to solve complex problems. With 20% of employees tenured 10 years or more, this environment has become a cornerstone of the company’s success. It has enabled RGi to deliver high-performance solutions to defense and intelligence customers, including the U.S. Army, NGA, NRO, DIA, and DHS. Today, the company holds unrestricted prime contracts and plays key roles in mission support, balancing technical innovation with operational execution.
Before launching RGi, Stephen led strategic initiatives supporting the U.S. Army’s tactical C4ISR systems while at Northrop Grumman. He later worked internationally in the UK, collaborating with coalition partners to improve C5ISR readiness in support of the London 2012 Olympic Games.
Beyond his company, Stephen is a committed contributor to the broader national security and intelligence community:
- Chaired USGIF Small Business Working Group during a key period, shaping policy discussions around NGA’s engagement with small businesses.
- Mentored startups through T-Rex, the NGA Accelerator, and Arch Grants, guiding more than 30 early-stage companies in national security technology.
- Helped establish scholarships through USGIF, INSA/INSF, and NSSA, supporting students in Geospatial Engineering, Space, and neurodiverse communities.
- Former member of INSA’s Advisory Committee, contributing to INSA’s security clearance policy development initiative with ODNI, and a long-time supporter of flagship INSA events.
- Recognized by the Northern Virginia Chamber of Commerce: Stephen as Emerging Leader of the Year; RGi as an Outstanding Corporate Citizenship Award recipient.
Stephen is currently serving on the USGIF Board of Directors and brings over a decade of experience in corporate governance, academia advisory roles, and nonprofit leadership. His board service includes work on finance, strategy, and education committees.
Stephen holds a B.S. in Computer Science with a Minor in Mathematics from Virginia Tech. He has completed advanced executive education at the London Business School, including the Senior Executive Programme and the Finance for Non-Finance Managers Programme. He also earned the prestigious Corporate Director Certificate from Harvard Business School, a credential focused on board leadership, governance excellence, and the strategic role of culture in effective decision-making.
Stephen is passionate about helping boards strengthen their culture and make smarter, data-driven decisions. With experience across startups, small businesses, and large enterprises, he brings a well-rounded perspective aligned with INSA’s mission to advance intelligence and national security through cross-sector collaboration. Guided by his belief to continually “do better,” Stephen remains committed to creating lasting impact for the missions he supports and the communities they serve.
"What excites me most about the IC today is how many advancements are being made across the board that are all converging at the same time—from AI/ML to Data Science, Sensors, Computing platforms, Cyber Command, Space Command, the multi-domain conflict of the future, etc.—all of these things are speeding forward at such incredible rates that the IC will be unrecognizable in five years. They key to success will be how well we can accelerate the decision-making process, which requires a level of Human-Machine Teaming we are still working towards. In order to gain real advantage, we’ll need hypersonic thinking."
