The Space Intelligence Council serves as the primary forum dedicated to the intelligence mission in space. We bring together senior leaders from government, industry, and academia to address the most pressing challenges in the domain: from ISR constellation resilience and secure data transport to the integration of commercial technology into sovereign mission sets.

At its heart, the Council is a professional community built on the INSA tradition of partnership. We provide the trusted environment necessary for the candor and high-level exchange required to solve complex problems and strengthen national security.

INSA Launches Space Intelligence Council to Strengthen U.S. Mission Resilience and Strategic Advantage

INSA announces the launch of the Space Intelligence Council to address the escalating intelligence and cyber requirements of the space theater. This new council will provide a forum for integrating commercial innovation into mission-critical architectures, focusing on threat assessments, operational planning, and the security of global data links.

Kris Breaux is a Partner at Potomac Advocates, a leading consulting firm specializing in defense, intelligence, space, science, and technology, based in Washington, D.C. Before joining Potomac Advocates, Kris was a Group Vice President and Program Manager at Oracle, where he built and led the company’s Joint Warfighting Cloud Capability Program Management Office. His prior industry experience includes serving as a Senior Director and Account Executive at ICF, a $1.5 billion global consulting and technology services firm.

Before his leadership roles in industry, Kris served as the Strategic Technologies and Advanced Research Subcommittee Staff Director on the House Permanent Select Committee on Intelligence (HPSCI), where he advised on Intelligence Community national security space and cyber programs. Prior to joining HPSCI, Kris was a program manager at the National Reconnaissance Office (NRO), where he managed over $3 billion in next-generation technologies, served as a Legislative Liaison, and was the Executive Officer to the NRO Director.

Kris began his career with the United States Air Force as a Minuteman III Intercontinental Ballistic Missile Launch Officer and Satellite Command & Control Officer. He holds a Bachelor of Arts in History from Louisiana Tech University and a Master of Public Administration from Troy University in Alabama, along with a Level III Program Manager certification from the Defense Acquisition University. Additionally, he has taught political science at Hawaii Pacific University.

Kris lives in Northern Virginia with his wife, Lisa, and their sons, Thomas and James. He has two grown daughters, Jordan and Sydney, and is a passionate Brazilian Jiu Jitsu practitioner.
