The Space Intelligence Council serves as the primary forum dedicated to the intelligence mission in space. We bring together senior leaders from government, industry, and academia to address the most pressing challenges in the domain: from ISR constellation resilience and secure data transport to the integration of commercial technology into sovereign mission sets. 

At its heart,  the Council is a professional community built on the INSA tradition of partnership. We provide the trusted environment necessary for the candor and high-level exchange required to solve complex problems and strengthen national security.

Joseph “Joe” Frankino, II is Director, National Security Space Programs within the Space and Strategic Systems team of Lockheed Martin Government Affairs. In this capacity, Joe is responsible for developing, managing and integrating relationships across the United States Government’s Executive Branch with a focus on the DoD and Intelligence Community.

Prior to joining Lockheed Martin, Joe was a Strategic Space Account Manager for L3Harris and advocacy lead for the Space Sector’s Golden Dome for America engagements. Joe’s also held Vice President-level and other Strategic roles in the Satellite Communications Industry focused on DoD and IC growth.

Joe is a former DoD and Intelligence Community senior military officer with more than 27 years of experience leading national security space operations and acquisitions across the U.S. government and Five Eyes community. His leadership spans the U.S. Air Force, U.S. Space Force, National Reconnaissance Office, NSA, and Department of Commerce, where he directed globally dispersed, mission-critical space organizations, and helped shape key White House space policies. Joe culminated his military career as the inaugural Director of Space Architectures for the Air Force Secretariat.

In addition to graduating cum laude with a BS in Communications, cum laude, Joe holds Masters Degrees from both Air Command and Staff College and Central Michigan University.

He is also a non-resident Space Fellow at the Mitchell Institute and an advisory board member to emerging space ventures.
