In August 2024, Mr. Rush was appointed as the Chief, Missile and Space Intelligence Center, Huntsville, AL. In this capacity Steve leads engineers and scientists in all-source scientific and technical intelligence analysis of foreign ballistic missile systems, air and missile defense systems, anti-satellite systems, anti-tank guided missile systems, directed energy weapons systems, and associated command and control systems. His mission focus is ensuring timely, accurate assessments of the characteristics, performance, operations, and vulnerabilities of foreign weapons to support development of effective systems, countermeasures, and survivability equipment to support our soldiers, airmen, sailors, and marines.

Steve served as DIA’s Chief Financial Officer from 2019-2024. He positively influenced stronger acquisition planning and workforce development while significantly improving DIA’s stewardship of execution, programming, and manpower efforts for the General Defense Intelligence and Military Intelligence Programs. His efforts directly impacted major investments in critical capabilities such as human resources modernization, MARS, JWICs modernization, Countering Advance Conventional Weapons, modernization, OSINT, MASINT, and major military construction projects in the National Capital Region and Huntsville, AL.

Prior to that, Steve served as the Director of Facilities and Services from 2017-2019, delivering major military construction projects as well as major renovations to DIA HQ’s north parking garage and cafeteria, leasing of new facilities, and renovation of numerous defense attaché offices overseas while advancing strategic facility planning through data analytics. Steve also served at the senior executive level as Deputy Director for the Office of Human Resources from 2014-2017 and helped transform DIA’s talent management system into an annual competitive process aligned to rank-in-person precepts.

Steve joined DIA as a civilian in 2008 serving in a variety of roles before joining the senior executive service in 2014. His civilian service includes overseeing Global Force Management, Plans, Exercises, Readiness Reporting, and the Combat Support Agency Review Team program; deploying as the Operations Cell Chief supporting the J2X in the USCENTCOM region, providing oversight of tactical and strategic operations in a key country of interest; and service as the first Chief of Staff of Mission Services.

From 1987-2008, Steve served as an intelligence professional in the U.S. Army in a wide variety of SIGINT and operational assignments, including assignments with the National Security Agency, the U.S. Army Intelligence Center, the Defense Threat Reduction Agency, and DIA, with overseas assignments in several USEUCOM area nations. Throughout his military and civilian career, Steve has maintained his fluency in Russian and is a member of the National Language Service Corps.

Steve has a Bachelor’s of Science in Liberal Arts and a Master’s of Science in Computer Information Systems. He currently resides in Pulaski, TN with his wife, Noelle, and has three grown children and seven grandchildren. Outside of work, Steve’s most rewarding roles are those as husband, father, and papa.
