Ms. Hwang is a senior executive at the National Counterintelligence and Security Center (NCSC).  She previously served as the National Intelligence Manager for Counterintelligence and the Assistant Director of the National Counterintelligence Directorate at NCSC.  In this capacity, she led the development of strategies and plans, and integration and outreach initiatives, to advance the Intelligence Community’s (IC) counterintelligence mission.  She also directed and coordinated the activities of the National Counterintelligence Officers, who serve as IC focal points for regional and functional counterintelligence mission areas.

Prior to joining NCSC, Ms. Hwang served in a second tour at the National Security Council (NSC) as the Director for Homeland Issues and Counterterrorism, where she integrated US Government policy on international and domestic terrorism issues affecting the Homeland.  In that role, Ms. Hwang conducted a review of the U.S. Government’s approach to domestic terrorism issues, leading to the first ever National Strategy for Countering Domestic Terrorism.

Prior to that, Ms. Hwang served as a Section Chief in the Federal Bureau of Investigation’s  Counterterrorism Division, where she led teams assessing domestic and foreign terrorist activity.  Before that, she served as the Director for Counterterrorism at the NSC, leading interagency efforts to develop policy options and strategies.  Ms. Hwang also served as the Intelligence Advisor to the Director at the Hostage Recovery Fusion Center, where she managed the US Government’s intelligence efforts to support the recovery of US hostages held abroad.  Ms. Hwang has also served in various positions at the National Counterterrorism Center, the Central Intelligence Agency, and the Department of Defense, including a posting at the US Embassy in Jakarta.

Ms. Hwang graduated from Georgetown University’s School of Foreign Service, and received a Master’s degree from Georgetown’s School of Public Policy.  She is currently an Adjunct Associated Professor at Georgetown’s Center for Security Studies.
