U.S. Space Command

Mr. Robert (Rob) H. Shaffer V was appointed as Deputy Director of Intelligence, United States Space Command (USSPACECOM) in March 2025. In this position, he provides the Director of Intelligence with senior management, leadership, and oversight of the full spectrum of intelligence operations, analysis, collection, and resourcing required to advance USSPACECOM campaigning, operations, and contingency plans. 

Mr. Shaffer previously served as Chief, Strategic Planning, Policy, and Performance Improvement Office (SPP) in DIA’s Command Element, developing, tracking, and managing implementation of the DIA strategy, planning guidance, program priorities, agency governance and as the agency’s Executive Secretariat. He led SPP to instill repeatable planning, policy, and performance processes aligned to strategic guidance, agency values, operating principles, and stakeholder priorities.

Other assignments include DIA Senior Representative to North American Aerospace Defense Command and United States Northern Command; Deputy Commander, Joint Intelligence Operations Center Europe (JIOCEUR) Analytic Center (JAC), guiding daily operations of over 600 joint personnel supporting United States European Command; and a joint duty assignment to the Office of the Director of National Intelligence (ODNI) as POTUS Executive Coordinator and President’s Daily Brief (PDB) briefer to the White House Chief of Staff, and as PDB briefer to the Vice Chairman of the Joint Chiefs of Staff and Under Secretary of Defense for Policy.

Prior DIA management and analytic assignments include the Executive Support Office; Cyberthreat Analysis Office; Human Factors Analysis Division, and analytic assignments in the Iraq Intelligence Cell including a deployment to Multi-National Force-Iraq and Multi-National Security Transition Command-Iraq. Prior to rejoining DIA in 2009, he was an Investigator for the Drug Enforcement Administration from July 2003 through December 2008. Mr. Shaffer began his federal career with internships at the Immigration & Naturalization Service, Drug Enforcement Administration, and Defense Intelligence Agency.

Mr. Shaffer’s civilian awards include the Joint Meritorious Civilian Service Award (2020), ODNI Exceptional Achievement Award (2016), and Joint Civilian Service Commendation (2009). Mr. Shaffer is an active reserve intelligence officer in the United States Navy with several Joint and Navy decorations.

Mr. Shaffer studied Criminal Justice at Marymount University in Arlington, VA (B.A., 2000) and completed the Post-Graduate Intelligence Program at the Joint Military Intelligence College, Washington, DC (2002). He is a 2014 graduate of the Naval War College with an M.A. in National Security and Strategic Studies, and a 2021 graduate of the Joint Advanced Warfighting School with an M.S. in Joint Campaign Planning and Strategy.

Mr. Shaffer was raised in Bucks County, PA. He, his wife, and their two children reside in Colorado Springs, CO.
