Monique Todd brings a distinguished career spanning three decades in the US government, with a unique blend of military, intelligence, and oversight experience. She joined the Central Intelligence Agency (CIA) in 2007 as a mid-career hire, leveraging her 12 years of experience as a commissioned officer in the United States Air Force (USAF), where she served in both Active Duty and Reserve capacities.
During her time in the USAF, Ms. Todd held several key leadership positions, including Personnel & Policy Officer, Operations Officer, and Section Commander. Her experience in these roles honed her skills in strategic planning, project management, and human capital management.
Prior to her CIA career, Ms. Todd gained valuable experience in communications, research, and analysis in the non-profit and government sectors. As Deputy Chief of Communications for the Genetics and Public Policy Center, a non-profit organization, she developed and implemented effective communication strategies. In addition, she served as Public Affairs Specialist at the National Institutes of Health (NIH) National Human Genome Research Institute, working closely with researchers and stakeholders to promote the institute's mission and signature accomplishment of mapping the human genome.
At the CIA, Ms. Todd has held several leadership positions, including Deputy Director of the Talent Acquisition Office, a role she assumed in March 2026. In this capacity, she is responsible for leading the Agency's efforts to attract, recruit, and hire top talent. Previously, she served as Deputy Director of the Center for the Study of Intelligence from 2023-2025, where her portfolio included the CIA Museum as well as responsibility for the preservation and dissemination of the Agency's historical knowledge and lessons learned.
Ms. Todd is also a seasoned oversight professional, having served as Assistant Inspector General for Inspections within the National Reconnaissance Office (NRO) Office of Inspector General (OIG) from 2019-2023. In this role, she directed inspections and evaluations of NRO programs, ensuring the efficiency, effectiveness, sustainability, and integrity of NRO satellite platforms and architectures. Prior to joining the OIG senior leadership ranks, she served as Inspector and Operations Officer, where she examined NRO field site operations and managed professional development for the OIG workforce.
Throughout her career, Ms. Todd has demonstrated her commitment to public service, process improvement, and human capital management. She holds a B.S. in General Sciences/Humanities from the United States Air Force Academy (1995) and an M.A. in Journalism and Public Affairs from American University (2000). Additionally, she is a Certified Fraud Examiner and an avid writer. Ms. Todd resides in Fairfax, VA, with her husband, two sons, and two dogs.
