Meisha Lutsey serves as Executive Vice President and leader of CACI International's Mission and Engineering Support (M&ES) market within U.S. Operations. At CACI, a Fortune 500™ company with more than 25,000 employees committed to expanding the limits of national security, she oversees a diverse portfolio worth over $2.2B in annual revenue. 

Ms. Lutsey leads a dynamic team of over 6,300 professionals executing more than 140 programs across five geographic Combatant Commands, U.S. Special Operations Command, Intelligence Community agencies, and all military service branches. Under her leadership, the M&ES business delivers critical expertise in five core focus areas: Intelligence Analysis & Operations, Operations Planning & Training, System Engineering & Software Modernization, Lifecycle Management & Sustainment, and Unmanned Systems (UxS) Employment and Integration.

Ms. Lutsey's organization is widely acknowledged for providing specialized, technology-driven expertise supporting the nation's most challenging missions. Her teams deliver comprehensive solutions spanning Navy shipbuilding programs and maritime operations, platform modernization initiatives, advanced intelligence analysis, and deployed operational support across the globe.

With more than 25 years of experience in operations management, Ms. Lutsey brings exceptional depth in both domestic and international operations. She began her career with TechniGraphics Systems, Inc., helping to grow the company through successful program execution and strategic growth initiatives to 11 times its original size before CACI's acquisition in 2010.

In her final role with TechniGraphics, Ms. Lutsey served as Executive Vice President of Operations, providing program support, financial planning, production oversight, and contract execution across federal and commercial geospatial and engineering services markets.

Mr. Lutsey currently serves on the Board of Directors for the Intelligence and National Security Alliance (INSA). In 2025, 2024, and 2022, Ms. Lutsey was named a Top Exec to Watch by WashingtonExec, and in 2022, she was a finalist for WashingtonExec's DoD Executive of the Year Pinnacle Award. In 2024, she received the prestigious Women in Technology (WIT) Leadership Award in the Corporate Large Market Sector category for her achievements, mentorship, and contributions to the tech community.

Ms. Lutsey holds a Bachelor of Science degree from Colorado State University (1995) and a Master of Business Administration degree with a concentration in international business from Purdue University (2008).
