Mr. Joshua Stiefel serves as a Professional Staff Member for the House Armed Services Committee (HASC) majority staff, covering cyber and IT issues, to include oversight of DOD policy, operations, and procurement. Previously, he served as Senior Cyber Policy Advisor at the Department of the Treasury, sitting at the nexus of national security, cyber policy, and economic security. At Treasury, Josh and his team were responsible for improving the strength and resilience of the financial services sector’s cybersecurity, managing cyber policy for the department, and leading engagements with Executive Branch agencies, independent regulators, and financial institutions. Josh was also the lead investigator and author of the inaugural Financial Services Cybersecurity Vulnerabilities Study, a critical analysis of key cybersecurity vulnerabilities and operational risks to the sector.

Josh began his career as an intelligence officer and analyst at the Department of Defense. He held multiple positions at the Office of the Secretary of Defense for Policy, and the Joint Staff for which he received the Joint Civilian Service Achievement Award. In 2011, he deployed to Iraq with U.S. Special Operations Forces as a Senior Targeting Officer supporting direct combat operations. Concurrent to his work with the HASC, Josh is also an intelligence officer with the U.S. Navy Reserve, assigned to the Office of Naval Intelligence. Josh is a Term Member at the Council on Foreign Relations and sits on the boards of the Council for Emerging National Security Affairs and the Harvard Veterans Alumni Organization’s DC Chapter. He holds a Masters of Public Policy from Harvard University and a Bachelors of Arts with Honors from Lehigh University.
