Defense Counterintelligence and Security Agency

 Jeff Smith is the Program Executive Officer (PEO) for the Defense Counterintelligence and Security Agency. In this role, he balances the risk, cost, schedule, performance, interoperability, sustainability, and affordability of a portfolio of acquisition programs and delivers an integrated suite of mission effective capability to users. He was appointed to the Senior Executive Service in 2019. 

Prior to assuming the role of the PEO, Mr. Smith was the Executive Program Manager (EPM) for the National Background Investigation Service (NBIS). There, he was responsible for leading the effort to design, build, test, field, operate, maintain, and secure the federal-wide information technology (IT) service used to conduct suitability, security, and credentialing investigations for all federal civilians, military members, and government contractors. 

Previous to his appointment as the EPM NBIS, he served as Senior Advisor, Operation and Technology for the Office of the Under Secretary Defense for Intelligence and Security (OUSD(I&S)) Personnel Vetting Transformation Office for the DoD. He led innovative transformation, development, and oversight of strategic objectives set by the President of the United States and the Secretary of Defense for the advancement of Departmental Security, Suitability and Credentialing (SSC) Enterprise initiatives, resourcing, and policy to ensure the timely acquisition and retention of a trusted workforce across the Federal Government. Mr. Smith is a graduate of the DoD Defense Senior Leadership Development Program, Cohort 2017; also serving a 1-year experiential assignment as a Senior Analyst in OUSD(I&S) Counter-Insider Threat Program. 

Prior to his role as the PVTO Senior Advisor, he served as the Marine Air-Ground Task Force Command, Control, Communications Assistant Portfolio/Program Manager-Engineering at Marine Corps Systems Command, Quantico, VA; serving as the lead engineer and technical authority for all Marine Corps Command, Control, and Communication information technology systems. He directed and managed enterprise-level systems engineering across product lines and product lifecycles to ensure end-to-end integrated, interoperable, and certified warfighting capabilities. Mr. Smith has served in industry supporting DoD as a Program Manager, Systems Engineer and IT professional. He is a DAWIA certified Acquisition professional in Information Technology, Program Management and Systems Engineering. 

Mr. Smith is a retired Marine Corps Master Gunnery Sergeant with 23 years of extensive Joint and Marine Corps Command and Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) experience.
