David Carroll serves as the Vice President of Cyber Capability, Engineering and Strategy for GDIT’s Intelligence and Homeland Security (IHS) Sector. In this role, he leads strategic initiatives focused on deploying full-spectrum cyber capabilities to safeguard national security and intelligence missions.

Prior to GDIT, Carroll served as Associate Director at the Cybersecurity and Infrastructure Security Agency (CISA), leading the Mission Engineering Division which delivered tools and solutions that enable analysts and operators to protect the nation against emerging cyber threats. Carroll has three decades of experience in security, privacy, and risk programs, spanning the military, government, and private sectors. His industry leadership includes senior roles at Google Cloud, TD Bank, Microsoft, MITRE, AT&T, and FireEye, where he guided large scale cybersecurity programs and drove enterprise transformation across regulated, commercial, and national security environments. His federal service includes time as Chief Information Security Architect and Division Director at the Department of Homeland Security, where he helped define department wide security architecture and federal cybersecurity standards.

n addition, Carroll has served as a United States Navy Reserve Information Warfare Officer since 2010 and previously spent eight years in the U.S. Air Force as a Combat Communications/Control Specialist. He is also committed to developing future cybersecurity leaders, serving as an Adjunct Professor at Georgetown University and California State University–San Bernardino.
