Insider Risk: From Reactive to Proactive

On Thursday, October 8, from 1:00 to 2:00 PM ET, INSA and the INSA Foundation hosted a virtual discussion with MANTECH Senior Executive Director Troy Bye and FBI Insider Threat Office Unit Chief Marcus Southerland. Moderated by INSA Executive Vice President John Doyon, the discussion focused on modern counter-insider threat frameworks, whole-of-person behavioral awareness, cross-departmental data integration, and the evolving security requirements facing the Defense Industrial Base and government agencies.

To kick off the discussion, the speakers addressed the necessity of moving past reactive, siloed security models. They emphasized the importance of blending technical monitoring with psychological context, establishing early duty of care, and bridging operational walls between cybersecurity, human resources, and physical security teams to connect behavioral patterns much earlier.

The conversation then turned to practical operational strategies for DIB contractors and military insider threat professionals. The panel explored how modernizing security frameworks to incorporate continuous evaluation and multi-source data streams can help organizations protect mission-critical assets without eroding institutional trust. Highlighting the evolution required across the defense community, ManTech speaker Troy Bye noted the importance of integrated visibility:
