INSA is excited to welcome our newly elected board directors, as well as additions to our Advisory Committee and council leadership!

New Board Members

Maria Demaree, Lockheed Martin

Maria Demaree is Vice President and General Manager for Lockheed Martin, Space Special Programs, where her portfolio focuses on delivering high-performance systems and innovative concepts for national security space applications. 

"I am truly inspired by the INSA mission of bringing a collaborative approach to solving the ever-evolving security threats we face.  My favorite INSA memory has been participating in the New IC: Empowering Women and Engaging Men Symposium. With a commitment to diversity, inclusion and equity, we can bring the innovation and creativity we need to answer the Intelligence Community’s greatest challenges."

Maisha Glover, Booz Allen Hamilton

Maisha Glover is a Senior Vice President within Booz Allen's National Security Group. She has more than 25 years of experience providing the Intelligence Community, Department of Defense, and private sector clients with integrated, leading-edge solutions that drive and accelerate transformation. 

“I value that INSA provides me an opportunity to be a part of a public-private forum--focused on advancing national security priorities--where I can apply my whole self. It enables me to give back through mentorship, while also having the opportunity to be mentored. To share insights around a broad range of topics from future of work to digital transformation strategies, and to learn from phenomenal experts driving impact within the Community. To open my network to help others, and to broaden my network for personal growth.”

John McNiff, Microsoft Federal

At Microsoft Federal, Mr. McNiff leads the Intelligence Business Unit, focused on delivery of products and services to key national security customers. Previously, he was Chief of Staff, supporting the President of Microsoft Federal with operations, communications, customer engagement, risk, growth, and strategy. 

"I value how INSA contributes to the shared sense of purpose and dedication to the mission of the Intelligence Community.  The events are one of the few venues for everyone to get together and celebrate our unique and critical role in keeping our nation safe."

Isaac Porche, Ph.D.

Dr. Porche is a deputy director at the Penn State University Applied Research Lab where he leads the Communications Information and Navigation Office. He leads over 350 scientists and engineers and over $100 million of sponsored research annually. Previously, Dr. Porche's served as a research scientist and chief engineer at General Dynamics Missions Systems (Viz), and as the first Director of the Acquisition and Development Program in the Homeland Security Operational Analysis Center.

Janet Rathod, Citigroup, Inc.

Janet Rathod serves as the Global Head of Cyber Threat Intelligence at Citigroup, Inc., where she leads cyber intelligence collection, analysis and partner engagement efforts across multiple global teams. She is responsible for cyber intelligence production at the tactical, operational, and strategic level. Prior to Citi, Ms. Rathod served as Senior Director, Cyber Operations and Intelligence at Capital One Financial Corporation.

"I value the opportunity for engagement and problem-solving across government, academia, and the private sector aimed to address the most complex challenges within the national security arena."

Teresa Shea, Raytheon Intelligence & Space

Teresa Shea is Vice President of Cyber Offense and Defense Experts (CODEX) for Raytheon Intelligence and Space. Ms. Shea joined Raytheon from In-Q-Tel where she was Executive Vice President of Technology and director of Cyber-Reboot. She joined In-Q-Tel after a distinguished thirty-two-year career with the National Security Agency, which culminated as director of Signals Intelligence.

"I love the way INSA recognizes ALL levels of contributions to those employees on the front lines with INSA Achievement Awards to the highest level contributions with the Oliver William Baker Award.  It is an organization that recognizes mission is only accomplished through the efforts of outstanding people and I am excited to be part of it!"

New Advisory Committee Members

Nicole Gibson, Guidehouse

Nicole Gibson is a Partner with Guidehouse in the National Security Segment.  She has over 20 years experience providing management-consulting service to the Federal Government providing clients with insight and guidance as they seek to transform their organizations, increase transparency, better serve their customers, and increase operational effectiveness. 

"I have so many favorite memories associated with INSA because I have met some of my closest friends and colleagues through the organization.  I would say one of my favorite memories is when I worked with Mike Thomas, former senior executive at BAH to stand up the Intelligence Champions Council (ICC).  It was so great to have the opportunity to establish such an important council for INSA and so exciting to see its amazing work continue today.  And while we were creating mentorship/sponsorship opportunities for folks across the IC, I really value how much I learned from Mike who took the time to mentor me through that experience.  That is the power of INSA."

Stephen Gillotte, Reinventing Geospatial, Inc. (RGi)

Stephen Gillotte is CEO of Reinventing Geospatial, Inc. (RGi), which he incorporated in 2009 with the goal of "doing better" in the field of geospatial intelligence. Today, RGi provides thought leadership to NGA, NRO, and the US Army's C51SR center. Previously, Mr. Gillotte worked with Northrop Grumman Information Technology, TASC, where he led the business unit's support to the U.S. Army's tactical C4ISR warfighting systems. 

"I really enjoy participating in the INSA Technology Council, specifically as a member of the Innovators’ Showcase Scoring Team. Reading the abstracts, while envisioning the state of the possible, is a great break from the everyday. It is one of the many great ways we can step away from our firms in an effort to better support the IC."

Marion Kennedy, LMI

Marion Kennedy is Vice President of LMI’s Intelligence Community business, a position she brings more than 25 years of experience in both the public and and private sector. Previously, she held senior roles with Torch.AI, E3 Federal Solutions, and Scitor Corp. Prior to entering the private sector, Ms. Kennedy served in government supporting a specialized sensors unit at the U.S. Army Night Vision and Electro-Optic Lab, as well as U.S. Army Intelligence and Security Command.

"As an INSA member for many years, I have valued hearing perspectives directly from IC Agency Directors and senior IC leadership at the annual Baker awards and other INSA events.

Caesar Nieves, Jacobs

Caesar is the Executive Vice President of Jacobs’ Divergent Solutions group and is responsible for operationalizing next-generation cloud, cyber, data, and digital solutions across Jacobs to enable its customers and partners globally. He leads the company’s $1B+ organization focused on building new capabilities and products, assessing emerging technologies, and delivering scalable innovation.  Additionally, Caesar is responsible for advancing strategic alliances, creating exclusive relationships with top technology companies and the startup community.

Previously, he led a global Cyber & Intelligence business unit consisting of more than 3,000 people through the strategy and delivery of cyber, analytics, technology, and digital solutions in more than 30 locations worldwide.

Luanne Pavco, Avantus Systems

Luanne Pavco is president and chief delivery officer for Avantus Federal. In this capacity, she is responsible for managing all aspects of delivery and customer efforts for Avantus, the leading middle market Federal company focused on intelligence and national security missions and solutions. 

“I believe that a stronger Community results from conversation and I love INSA’s role as a trusted forum to discuss relevant and timely issues that impact our intelligence and national security priorities.  The diverse group of thinkers from government to the private and public sectors promotes good ideas from all corners and helps us address potential challenges with creative solutions.  INSA is a place to think boldly and I’m excited to contribute.”

Andrew Razumovsky, CANDA Solutions

Andrew Razumovsky is Co-Founder of CANDA Solutions, LLC, providing enterprise security platform and cloud, and agile software development services. He has built and led high performing teams executing the latest technical innovations. Mr. Razumovsky's main focus areas now are Enterprise Risk Management, Product Innovation, Business Development and customer growth resulting in significant growth for the company and industry awards.

Kellene Ecker, Director, National Security Operations, LMI
Intelligence Champions Council Vice Chair

Ms. Kellene Ecker is Director for LMI’s National Security Operations, with over 28 years of professional experience in the public and private sectors.  In her current capacity, Ms. Ecker is responsible for the professional development and management of operational, analytic and mission support staff.  Ms. Ecker recently served as a Director within LMI’s National Security Program managing a portfolio of projects of over 25M. 


Sabra Horne, Entrepreneur in Residence, BMNT
Technology Council Vice Chair

Sabra Horne is Entrepreneur in Residence at BMNT, where she supports the development and deployment of government innovation efforts.  Previously, she was Chief of CISA’s Innovation Hub, responsible for envisioning, establishing and developing innovation efforts in the eighth and newest component agency within the Department of Homeland Security, which unifies protection of the nation’s cyber and physical infrastructure. 


Teresa Smetzer, CEO, Smetzer Associates LLC
Technology Council Chair

Ms. Teresa L. Smetzer is currently an independent consultant supporting initiatives aimed at national security mission innovation. For 30+ years, Ms. Smetzer has been a trailblazer in enabling the evolution of national security missions. During her tenure at the CIA while serving as the Director of Digital Futures in the Directorate of Digital Innovation, Ms. Smetzer stood up an intelligence outpost for critical partnerships with the private sector to incubate experiments and prototypes to mission hard problems. Most recently, she served as Salesforce’s Vice President, National Security Programs.
