Meet the Speakers

Gerald Caron is a member of the Senior Executive Service and has served as the Director of Enterprise Network Management within the Directorate of Operations in the Bureau of Information Resource Management since June 2016. In this position, he is responsible for his office's leadership, establishing a strategy, managing the office's financial portfolio, and ensuring a strong network and authentication infrastructure for the Department. Currently, Mr. Caron is on detail at Health and Human Services Office of the Inspector General serving as Acting Chief Information Officer.

Sean Connelly is the Trusted Internet Connections (TIC) Program Manager at CISA within the Department of Homeland Security. In this capacity, he leads the TIC Program Management Office, which is responsible for adhering to the federal government's plan to secure government networks connected to Internet and cloud providers. Previously, Mr. Connelly contributed to the development of TIC 1, 2, and 3; helped deploy CISA's sensor capabilities; and worked on the team that stood-up the Continuous Diagnostics and Mitigation Program. He authored the 'IT Modernization Report to the President' (2017) and co-authored 'Zero Trust Architectures' (2019).

Dr. Cynthia Mendoza serves as the Chief Technology Officer at the U.S. Department of State's Bureau of Intelligence and Research. In this role, she is responsible for advancing innovative technologies for use by a diverse set of global customers to connect intelligence producers and consumers in the advancement of national security and U.S. foreign policy objectives. Previously, Dr. Mendoza was the Acting Deputy CIO and the IC's Chief Architect at ODNI, where she was responsible for advocating and leading the IC CIO in its modernization efforts and ensuring the security and protection. of the IC’s IT systems.
