Cyber Threats to Critical Infrastructure: INSA Panel Discussion

An effective cyber attack on a regional power grid could interrupt essential services and cause secondary effects – such as transportation gridlock and supply chain disruptions – that bring a region’s economy to a halt.

INSA will hold a panel discussion on cyber threats to critical infrastructure, with a particular focus on the energy and transportation sectors and the dependencies between the two. Speakers will include experts from the federal government, state governments, and the energy and transportation sectors, moderated by Samuel Sanders Visner - Senior Vice President, Cybersecurity and Resilience - ICF.

The panel’s government and industry experts will explore these sectors’ cyber threats and vulnerabilities, assess existing public-private partnerships, and identify strengths and weaknesses of response mechanisms.

Among the topics panelists will address are:

  • The intersection of intelligence, law enforcement, and private sector information sharing
  • The intersection of cyber and physical threats as they affect US critical infrastructure.
  • Shortfalls in authorities between federal, state, local and industry elements involved in responding to cyber attacks
  • Roles, responsibilities and government-industry coordination procedures during a cyber event that affects two critical infrastructure sectors.
  • The means by which threat information is shared between government and industry, as well as between infrastructure sectors
  • How government and industry can work together to “harden” US critical infrastructure against future attacks.

Key findings from this panel discussion and from a subsequent small-group tabletop exercise will inform the development of an INSA white paper that will evaluate relevant policies and crisis response procedures and recommend steps that would mitigate vulnerabilities, strengthen partnerships, and improve infrastructure resiliency.
