About the Panelists
Karen Mumford is the Director of the Small Business Program Office at the Defense Intelligence Agency (DIA). In this role, Ms. Mumford advocates for small businesses and promotes DIA's partnership with small businesses across the industrial base. She also oversees DIA's Mentor Protégé Program, 8(a) Program, and Subcontracts Management. Previously, Ms. Mumford was the Resource Management Office Chief in DIA's Science and Technology Directorate, a Senior Contracts Manager for a large defense contractor, and served as a contracting professional for two other federal agencies.
Dale Rainey currently serves as the Director of the Office of Small Business Programs at the National Geospatial-Intelligence Agency (NGA). Mr. Rainey has spent several years at NGA serving in various leadership positions, some of which include: Deputy Director of the Office of Small Business Programs; Team Lead for Contracts Policy; and Program Manager for the MATRIX and DAWDF Programs, among others. Prior to joining the NGA, Mr. Rainey served in the U.S. Air Force for 23 years and spent time as a contracting officer at CIA.
Christian González is the CEO and Co-Founder of Wovenware, an organization dedicated to the development of business applications with a focus on predictive analytics and the use of artificial intelligence models. Mr. González founded Wovenware in 2003, after spending time at IBM and Motorola. He is also a member of the board of directors of the Puerto Rico IT Cluster, a non-profit organization dedicated to promoting the integration, creation, and sustainability of the IT sector in Puerto Rico.
Dr. James DeBardelaben serves as the President and CEO of IvySys Technologies, an organization that delivers software solutions for big data, social network analysis, analytic workflow modernization, and interoperability to DoD, IC, and homeland security customers. Dr. DeBardelaben brings over 25 years of experience to his role, including time as the Program Manager for Special Operations ISR Programs at Johns Hopkins University's Applied Physics Laboratory.
Howard Weitzner serves as a Managing Director in the Intelligence Community at Accenture Federal Services and Chair of INSA's Acquisition Management Council. Over the course of his 28 years with the company, Mr. Weitzner has held various titles, mainly focused in the Federal Market—including the civilian and defense sectors—with a particular interest in the intelligence community.
